Add oil, peppers, onions, and stir-fry in a pan for 3-4 minutes.
Then add tomatoes, seasoning, and beans. Stir and mix thoroughly.
Cover and let it simmer for about 5 minutes so the beans can absorb some of the flavor.
Add the 3 tbsp of water.
Then, add the plant-based ground meat. Stir and cover. Let it simmer for about 15 more minutes. Meanwhile, let’s make the mashed potatoes.
Wash and peel the potatoes. Cook them until tender. After they’re cooked, drain them.
Mash the potatoes. Then add warm milk, melted butter, salt, and garlic powder. Mix until it is well incorporated.
In a 9 x 13-inch pan, spread evenly a layer of mashed potatoes, ground meat, and another layer of mashed potatoes.
Bake covered at 350°F for 20 minutes, then uncover and bake for 10 more minutes.
